present shape, I will of course assist in the essential process of verification". Further, I remember spending a considerable time going through the draft with the Attorney-General and assisting him in amending it. There should be somewhere among the Attorney-General's

papers a copy with my suggestions on it in red ink. So far therefore

from it being true that I have displayed, es Sir E. Grey complains, *a complete absence of that spirit of cordiality and good will without which the scheme could never have succeeded", my adverse

action has been strictly limited to pointing out its very obvious defects, and I have assisted to the best of my power in putting the

draft bill into working shape in the event of it being decided to

go on with it.

For the reasons advanced in this letter I have

the honour to request that the question of advising the Governor to

put No. 10 of 1910 in force against me be again considered by the

Executive Council, and that before they tender any advice on the

subject that thewhole question of the proposed Appeal Court be fully

considered by the light of the criticisms I have put forward. I have

also to request that the legal profession be asked whether they concur in my criticisms, and that their replies should also be laid

before the Council and the Secretary of State.

His Excellency

Sir Frederick Lugard, B.C.M.G.,

Governor of Hongkong.

I have etc.,

(sd.) F. T. Piggott,

Chief Justice.
